Since April 2004 the Regulations on the qualification for recreational underwater diving is in place in Quebec. This regulation comes from the law on safety in sports (RSQ, chapter S-3.1, Chapter V.2: recreational underwater diving) and comes mainly specify the qualifications required to perform and teach recreational scuba diving in Quebec .
Under the law, here are the obligations of divers and instructors:
The diver (Art. 46.17)
Anyone who has been diving underwater, otherwise than during a course or a qualifying examination, must hold a certificate level qualification acquired in underwater diving or an equivalency certificate under section 46.15. The holder of a certificate of qualification or attestation of equivalency may be no diving in respect of which required a skill level higher than that indicated on the certificate or the certificate
The Instructor (s. 46.18)
Any person who provides educational services in underwater diving must hold a certificate level qualification acquired in teaching diving or attestation of equivalency referred to the section 46.15. The holder of a certificate of qualification or attestation of equivalency may provide instruction for which required a skill level higher than that indicated on the certificate or the certificate
Under the regulation, there are (4) four levels of qualification for divers either Class A, B, C or D (3) three levels for Instructor or Class A, B or C.
To renew your certificate, you must:
As a diver A, B and C (every 3 years)
Having a minimum of ten (10) recreational underwater dives with a compressed gas in (3) three years OR
Demonstrate that you participated in a session update your knowledge and skills during a dive supervised by a qualified instructor OR
Pass the exams leading to the certificate.
As a diver D (each year)
member in good standing ..., as an instructor or assistant chief of diving, one of the agencies listed in the Annex of Regulation AND
demonstrate ... that you have participated during the period of validity of your certificate, at least one clinical development for four hours in the last 3 years.
As an instructor A, B, and C (each year)
Member in good standing, as an instructor, one of the agencies listed in the Annex of Regulation AND
Demonstrate that you have participated during the period of validity of your certificate, at least one clinical development
For tourists or people who have been certified outside Québec, equivalence certificates can be issued to certain conditions. For more details, visit the federation or its agents.
To obtain a certificate attesting to your skills, please contact an instructor of a recognized training agency and agent by the Quebec Federation of Underwater Activities or contact the federation.
